Fly tipping Elder Way

Today (17/05/14) between 1-1.10pm I witnessed a man in a black people carrier registration DU54HFK dumping rubbish on the side of Elder Way up against the fence as you turn right onto Elder Way (as you are leaving Currys and heading towards Blockbuster Video.).There are several bags there - I cannot be sure how many were his. He was pulled up onto the verge. He was tall and slim build with black hair around chin length wearing sunglasses. I would estimate him to be around 40years old. He was of Asian origin.
