No tax non resident leaving cars parked around the area

What's wrong? Some chancer leaving non taxed vehicles around the area. This vehicle has no tax not been used for months and parked in two spaces. The owner is a non resident and using our street to store non taxed & non mot'd vehicles so they can sell them. At least five vehicles in the area have no tax. This vehicle needs moving before it gets damaged.
