Rubbish dumped on top of public bin junction of Shephall Lane and Nodes Driver (Eastern end)

This is an ongoing problem for the last 6 months. A household keeps dumping their household waste, albeit in bags, by the bin or in the lane. Foxes and other animals breech the bags, and spread it around the lane. This is a major health hazard - aside from picking up the waste, what action is being taken to stop this problem???
